Medicaid is a federal entitlement program initially established to provide medical assistance to individuals and families receiving cash assistance. It was incrementally expanded to cover those living below or near poverty regardless of their welfare eligibility. This presentation discussed the history of Medicaid, eligibility, fraud, waste, and abuse, waivers, and the current state the program.
