Mr. Bowler is the former Director of Communications at the Institute of Education Sciences and the U.S. Department of Education, and a former Editor and Columnist at the Baltimore Sun.  He discussed his tenure at the Department of Education, the evolution of the Institute of Education Sciences, and the reading programs in Baltimore.
